The meaning “to muster troops”, not registered for fqd in the standard Arabic dictionaries, clearly appears in the Koran (27:20):
wa-tafaqqada ṭ-ṭayra fa-qāla mā liya lā ʔarā l-hudhuda “And he [Solomon] mustered the birds [called ǧunūduhu “his troops” above in
verse 17] and said: “How is it that I do not see the hoopoe?” (EDA I 179)
